For these reasons people still drive cars even if public transportation is free.

The development of transportation in rural areas must begin with the development of infrastructure (基础设施).For example, first there must be the development of new roads and new railways in rural areas. After this there can then be the introduction of new buses and new cars to transport people around the area. It is important that people in rural areas have effective and efficient means of transportation, therefore it is important to develop the infrastructure for the transport systems.
